Ibere Lopes
Strategic Lead
For the past 15 years, Ibere has worked on land and property issues in displacement contexts, with experience spanning large-scale, donor-funded land claims adjudication projects and the development of solutions to tenure challenges arising from conflict and natural disasters.
A lawyer with a master’s degree in Political Science, he has served as a land and property specialist in Sri Lanka, Nepal, Timor-Leste, Haiti, Kenya, Indonesia, and Namibia, and has carried out emergency deployments to Ethiopia, DR Congo, South Sudan, Nigeria, Jamaica, and Vanuatu.
Ibere currently serves as HLP advisor for the International Organization for Migration (IOM) and to the Global Settlements, Land and Site Coordination Cluster, providing technical leadership across humanitarian responses worldwide.
As LandLedger’s Strategic Lead, Ibere guides the project’s vision, technical direction, and long-term development. He oversees its transition from a successful pilot to a globally deployable solution for crisis-affected communities.

Melina Holder
Project Manager
Drawing on seven years of land-use experience, Melina serves as the Project Manager for LandLedger, co-developing the platform’s core methodology and pilot prototype and coordinating field operations. In the next phase of development, she will lead the integration and scaling of LandLedger’s tools, partnerships, and implementation model.
As a Housing, Land and Property (HLP) Officer for IOM–UN Migration, she has supported missions in Peru, South Sudan, Somalia, and Afghanistan, focusing on operational capacity building and due diligence. Before joining IOM, Melina worked as a land-use planner in municipal government.
Her experience in both formal planning systems and displacement-affected contexts informs her commitment to improving informal tenure visibility and bridging gaps between lived experience and institutional decision-making.
She holds a bachelor’s degree in Urban Planning and Sustainable Environments and a master’s degree in International Development.
